Role Overview:
The Tender Specialist will own identification, research, preparation and submission of tenders that Okulo Aerospace can participate in, with a special focus on PSUs, central and state government agencies. This role combines hands-on tender management with competitive intelligence and pricing strategy. The person will manage end-to-end tender workflows, maintain government relationships, monitor upcoming opportunities, and recommend commercially viable, winning bid strategies.
Key Responsibilities:
Tender discovery and qualification
- Monitor GeM, CPPP, state eProcurement portals, PSU sites and industry noticeboards for relevant tenders.
- Screen and qualify tenders for technical fit, eligibility, timelines and strategic relevance.
- Prepare short, actionable recommendation notes for go or no-go decision.
Research and competitive intelligence
- Research historical tender results, bidder lists and awarded prices to build pricing benchmarks.
- Maintain a library of past RFPs, corrigenda and award notifications for reference.
- Conduct competitor analysis and identify pricing patterns, margins and differentiators.
- Estimate the right commercial bid range and recommend bid strategies to leadership.
End-to-end bid preparation and submission
- Prepare technical write-ups, commercial proposals, compliance documents, declarations and forms required for submission.
- Coordinate collection of certifications, test reports, credentials and other attachments from internal teams.
- Ensure adherence to tender formats, templates and submission rules, including EMDs, bank guarantees and statutory forms.
- Manage online portal registrations, uploads and e-submissions.
Stakeholder engagement and pre-tender activity
- Attend pre-bid meetings and clarification sessions, prepare Q&A and follow up on responses.
- Build and maintain relationships with PSU contacts, procurement officers and state tender officials to gather market intelligence and notification timelines.
- Coordinate with internal teams (product, legal, finance, ops) to clear technical and commercial queries on time.
Post submission and contract support
- Track tender status, respond to clarifications, and support technical or commercial presentations.
- Support contract negotiation and drafting when tender is won.
- Document lessons learned and update tender playbooks for future bids.
Process management and reporting
- Maintain a live tender tracker with deadlines, status, owners and outcomes.
- Prepare weekly and monthly tender reports for leadership including pipeline, wins, losses and reasons.
- Drive continual improvement of bid templates and submission efficiency.
Required Skills and Qualifications
- 2 to 5 years’ experience in tendering, procurement or bid management, preferably with PSU or government tenders.
- Proven hands-on experience with GeM, CPPP and state eProcurement portals.
- Strong commercial and numerical aptitude to analyse tender results and derive bid pricing.
- Good knowledge of procurement documents such as RFP, RFQ, EOI, tender corrigenda, bid bonds and performance guarantees.
- Excellent written communication and document drafting skills.
- High proficiency in Excel for data analysis and in Word/PowerPoint for proposal preparation.
- Detail oriented, deadlines driven and capable of managing multiple tenders in parallel.
Preferred Background:
- Experience in defence, energy, infrastructure, utilities or industrial solutions where
- Government contracting is common.
- Prior exposure to techno-commercial bid evaluation, cost build-ups and margin modelling.
- Existing networks or contacts within PSUs and government procurement teams is a strong advantage.
